Recently, the Indonesian government may be considering relaxing the export ban on bauxite, which has caused widespread concern in the global bauxite and alumina market. It is reported that due to the slow progress of domestic aluminum oxide plant construction, the Indonesian government plans to relax the ban in the next few months, and Indonesian bauxite is expected to re-enter the international market in the fourth quarter of this year.
As the world's sixth largest producer of bauxite, Indonesia has reserves of up to 1 billion tons of bauxite, but its alumina refining capacity has failed to keep up with the huge reserves. According to the data, Indonesia's bauxite production in 2023 is only 20 million tons, while the government has approved an additional 14 million tons of mining quotas. However, due to the limited alumina refining capacity, Indonesian bauxite producers are facing great pressure.
China, as an important consumer of Indonesian bauxite, has expressed great concern about Indonesia's decision. Before the ban, Indonesian bauxite had been a major source of Chinese imports, accounting for about 75% of China's total imports. With the relaxation of the ban, China is expected to purchase a large amount of Indonesian bauxite once again, which will not only help ease the raw material supply pressure of domestic alumina plants, but also may have an impact on the global alumina market price.
In addition, the Indonesian government is also working to develop domestic aluminum infrastructure to increase aluminum production and added value. Indonesia Asahan Aluminium Company (Inalum), one of Indonesia's major smelters, is working with UAE Global Aluminium Company (EGA) to expand its primary aluminium production capacity to 600,000 tonnes per year from the current 275,000 tonnes. However, the expansion project is still subject to a feasibility study, and no specific timetable for completion has been provided.
In terms of the global alumina market, due to the impact of a series of recent supply pressures, the market is expected to face a shortage in 2024. Analysts predict that 16 million tons of bauxite exports from Indonesia will effectively alleviate the alumina shortage this year, equivalent to 4-5 million tons of alumina production.
